If one refers to its literal definition, a secular ceremony is just a ceremony without religious connotation.

In this website, that term is used for symbolic wedding ceremonies, which are in addition to the official civil ceremony. Indeed, an official wedding ceremony in France is set in the town hall, with a Civil Status Officer.

Non-French people can marry officially (administratively) in their own country, and plan a symbolic ceremony in a stunning place in France!
